Why do Arab countries share oil wealth with their people but the US doesn't?

My friend lives in Kuwait and the government sends her family a check for $25,000 each year to share the profits they make exporting oil. School is free, they are very high tech and not a single poor person in the country. In the US, the gov gives the green light to oil companies like BP to steal, I mean take as much oil as they want drilling away but not a dime gets shared with the people. In fact, they don't even p on the savings. For example oil drilled off the cost of California costs EXACTLY THE SAME as oil imported from the middle east. Why is this ok and Americans don't care?
