Lebanese the least developed Arabs?

I was shocked to hear that this is the only Middle Eastern country without public transportation! The country is so war torn it has been through more wars than Afghanistan.... I realize that they are very poor, Canada has mes of Arab immigrants, predom. the Lebanese ones, but would never think of them as the most backward country in the Arab world.
