Is COD:BO really better than MW2?

While there are things wrong with Black Ops, MW2 was far worse. Some of my favorite things in BO include the elimination of boosting, the addition of theater mode, the secondary guns being returned to pistols (save launchers and specials), the power reduction of exposives, killstreaks don't count toward other killstreaks, and the elimination of stopping power. Some of the things i liked about MW2, Bling Pro gave 2 attachments for secondaries, the title and emblem system, and the ease of sniping. Things i dont like about BO: lack of reward for achievment (no titles/emblems are earned), you legs can get stuck while you are prone, and the difficulty of sniping. things i hated about MW2: commando, overpowered guns, stopping power, deathstreaks, danger close one man army noob tube, riot shield, killstreak camping, boosting, join session without permission, noob tubing across the map, mounted machine guns, title and emblem hacks, prestige hacks, heartbeat sensors, and a whole load of other things i don't feel like mentioning. I believe black ops adresses many problems and is truly superior.
