In Theory it can because of the unpredictability of volcanoess and their eruptions.However, modern technology has seriously reduced these chances. The technology can warn of a giant eruption and can evacuate or start protection. However less developed countries, like some of the Africas, don't have the techology and can't predict or prepare for such awful devastation.
